In July 1875 a retreat association contracted with David Jacks for 100 acres of Rancho Punta de los Pinos, and the first summer camp ran from August 8 to 29 that year. Tent lots measured 30 by 60 feet and sold for $50. Year-round houses followed in the mid-1880s, the town incorporated in 1889, and most of the early homes were modest Folk Victorian cottages on small lots laid out for seasonal use.
That history is not decoration. Pacific Grove's Historic Resources Inventory lists more than 1,350 structures, and the city reviews changes to older homes whether or not they appear on the list. If you are buying here, the age of the house shapes what you can do with it.
Any project that may affect a structure 50 years or older requires a Phase One historic assessment by a qualified consultant, and inventory-listed homes need a Phase Two. Under the city code, changing more than 25 percent of a street-facing wall counts as demolition, and a historic demolition permit can carry a waiting period of up to 180 days. The same code lets a historic preservation permit grant exceptions for parking, setbacks, height and coverage, which can help on the tight lots of the original Retreat.
Trees carry their own rules. Monterey pine, Monterey cypress, coast live oak and several other species are protected at six inches in diameter on private property, and Gowen cypress at any size. No pruning or removal is allowed within 100 yards of a monarch sanctuary from October 1 to May 1.
Ocean View Boulevard follows the shoreline from Lovers Point, which faces east and is one of the few places on the West Coast to watch the sun rise over water, around Point Pinos to Asilomar State Beach and its dunes. Point Pinos Lighthouse has operated since February 1, 1855, and the city-owned Pacific Grove Golf Links, whose front nine opened in 1932, wraps around it. Asilomar began in 1913 as a summer camp and conference grounds, and six of its Julia Morgan buildings, built between 1913 and 1928, are on the National Register. The city's stretch of the Coastal Recreation Trail connects Lovers Point to the Monterey Bay Aquarium.
Downtown Lighthouse Avenue keeps its Victorian storefronts, a weekly farmers market and Compagno's Market, in business since the 1890s. Several of the town's grand houses now operate as inns, including the Green Gables, the Seven Gables, the Martine Inn and the Gosby House, which is on the National Register. The Monarch Grove Sanctuary on Ridge Road is free from sunrise to sunset, though counts have swung from more than 15,000 butterflies in 2022 to fewer than 250 in each of the last two seasons.
Can I run a vacation rental?
Only in certain parts of town. Since voters approved Measure M in 2018, whole-home short-term rentals have been allowed only in the city's Coastal and Commercial areas, under a 250-license citywide cap with one license per parcel. Owner-present home sharing of one bedroom is allowed citywide.
Can I add an accessory dwelling or a bathroom?
Usually, with water planning. An ADU needs a water permit from the Monterey Peninsula Water Management District, and if the site needs more water, the city's entitlement water sale may apply. New Cal Am meters remain limited by a state order, so confirm the water picture before you design.
Does my lot need a coastal permit?
Possibly. Pacific Grove has had a certified Local Coastal Program since 2020, and properties in the Asilomar Dunes can need a Coastal Development Permit even for tree work. City planning staff can confirm for a specific parcel.
What is changing nearby?
The Kimpton Mirador hotel has opened near downtown, and a 225-room hotel with street retail is planned for the American Tin Cannery site on Ocean View Boulevard, pending its building permit application. The city's state housing allocation for 2023 to 2031 is 1,125 units, and zoning changes for some commercial and multifamily districts went before the Planning Commission in March 2026.
